This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Azenta US Inc., with an address at 2910 Fortune CIR W, STE E, Indianapolis, Indiana 46241-5502.
The National Institute of Allergy and Infectious Diseases (NIAID)’s Vaccinee Research Center (VRC) (collectively “Program”) is engaged in research to study the COVID-19 patients’ immune systems. Program is studying the pathogenesis of unclear phenomenon of patients with COVID-19 experiencing rebound with evidence of normal immune responses. This research requires working with the company Aztena US Inc. (dba Azenta Life Science, referred to as “Azenta”) to provide scientific services such as single cell RNA sequencing with Program’s 12 acute and rebound COVID patients’ samples. The company will perform Single cell RNA and ATAC to evaluate cellular responses and chromatic remodeling in PBMC of people with acute and rebound COVID-19.
Program has requirements to use this specific brand of services from Azenta US Inc. Azenta is an experienced company with the appropriate expertise that is able to quickly perform the work with a short turnaround time. They have also worked with the NIH in the past and current and/or previous research data was obtained based on services using their methodology. Program needs to re-use Azenta to provide additional cell sequencing analysis so they can use their exact service methodology and technology – only then would Program be able to compare the results to Program’s prior measurements since they are measured with the same methodology and the same lab. Using a different lab that uses a different method of analysis would introduce new variables that may invalidate the comparability of data.
The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for the following:

- 10X Genomics Chromium Multiome RNA-seq/ATAC-seq bundle, 6000 cells/sample, 75000 reads/cell per library* with raw FASTQ data delivery via sFTP; Qty x12

The turnaround time for the services is within six (6) weeks from the receipt of samples and necessary information.
The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2175471) by 11:00 AM eastern standard time on May 30, 2023. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
