Description: This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.



The National Institutes of Health (NIH) Office of Purchasing and Contracts (OPC) on behalf of the Office of Communications and Media Relations (OCMR), Clinical Center (CC) intends to award a one (1) year firm-fixed price sole source purchase order to Granicus Government at Carahsoft located in Saint Paul, MN 55102 for continued Digital Management Support Services.



The Office of Communications and Media Relations (OCMR), has a requirement for continued Digital Management Support Services. The cloud-based email contact system is used for outreach efforts. In 2022, OCMR sent nine million messages to approximately 160,000 individual subscribers. These messages focus on enrolling patients in the studies conducted at the Clinical Center or outreach messages sharing information about hospital initiatives. The patient recruitment section of OCMR has identified several needs that will enhance contact with potential patients and have identified an alternative customer outreach email system that OCMR would like to implement. It has taken OCMR ten years to build the subscriber list to its current level of 158,953 individual subscribers.



Carahsoft has proprietary only access to 144,992, or 91.2%, of the subscriber base. Therefore, if these services are not continued the government would lose crucial and difficult situation of not being able to access to subscriber contact information which would negatively impact the Clinical Center and patients.

To preserve these resources and avoid a disruption of services, OCMR has a continued need for the email service to continues its current outreach efforts, while simultaneously developing and implement a transition plan to bring as many of the 145,000 current proprietary subscribers to the office’s new outreach program. The costs associated with procuring a new digital management support service would be a duplication cost to the government. The costs associated with procuring a new digital management system, personnel, technical support would be the initial start-up and time and labor spent in retraining personnel, technical support in required to transition from one program to another and going live. The costs of maintain the existing digital management system are far less which would require no phase-in or phase-out or transition process. Maintaining the existing digital management service will provide an overall benefit to the government.



This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.



Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
