The Naval Medical Readiness Logistics Command-Detachment Fort Detrick (NMRLC-DFD), formerly the Naval Medical Logistics Command (NMLC), and the Department of Defense (DoD) Drug Demand Reduction Program (DDRP) have a requirement for Opiate drug test reagents for use with Beckman Coulter AU5800 series systems.



The materials shall be for the initial (screen) immunoassay for the detection of hydrocodone, hydromorphone, codeine, and morphine (opiates) in human urine samples when present at a concentration equal to or greater than 300 ng / ml. The reagent shall not impose additional maintenance, servicing, or calibration requirements for the optimum performance of the Beckman Coulter AU5800 Series Clinical Chemistry Analyzers. Immunoassay reagent kits shall have clearance from the FDA in order to meet the requirements of DODI 1010.16 Rev (June 15 2020). The Product Code is 6550, the North American Industrial Classification System (NAICS) Code is 325413. The small business size standard is 1,250 employees.



The solicitation will result in a single award Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide Opiate reagents for the six (6) toxicology laboratories on an as needed basis. Quantities needed will be placed via individual delivery orders and shipment to the requesting facility will be identified in each delivery order. DDRP estimates ordering the number of kits, as needed, to perform up to 500,000 tests monthly (inclusive of all 6 laboratories). The guaranteed minimum order under the resulting IDIQ is 100 kits (inclusive of all 6 laboratories).



The proposed contract action is anticipated to be issued for an ordering/performance period up to five (5) years from 01 Feb 2023 – 31 Jan 2028.



The solicitation will be issued as a Request for Proposal (RFP) utilizing Commercial Acquisition Procedures per FAR 12. This solicitation will be issued via https://www.SAM.gov on or about 25th October, 2022. The solicitation number will be N62645-22-R-0026.



It is each Offeror’s responsibility to download the solicitation from the internet website. No paper copies will be provided. Notification of amendments shall be made via the Internet as well. It is therefore the contractors’ responsibility to check the SAM website daily for any posted changes to this solicitation. Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance at the following Internet address: https://www.SAM.gov.
