Description

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to negotiate a sole source, Firm-fixed price contract to Royal Society of Chemistry.



The North American Industry Classification System (NAICS) code applicable to this procurement is 519210, Libraries and Archives. The Federal Supply Classification is 7630, Newspaper and Periodicals. The current size standard is $21.0 million.



This requirement is to support the academic/educational mission requirements of the United States Naval Academy midshipman, faculty, staff, and military personnel to have a full-text access to all Royal Society of Chemistry Journal content from 1841-2007 in online in digital format.



The proposed contract action is for ownership rights to Royal Society of Chemistry digital archive, for which the Government intends to solicit and negotiate a Firm Fixed Price contract with only one source, Royal Society of Chemistry under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Small Business Office concurs with this determination. The Naval Supply Systems Command Fleet Logistics Center, Norfolk requests responses from qualified sources capable of providing a full-text access to all Royal Society of Chemistry Journal content from 1841-2007 in online in digital format.



This announcement will close at 1500 PM EST on Friday, 06 March 2023.



A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
