Description

The Naval Air Systems Command intends to conduct a pre-solicitation conference with industry in support of the Draft RFP Notice ID N0042123R0007 Systems Engineering Contractor Support Services Follow-on.

The pre-solicitation conference will be hosted on 28 March 2023 at the following address:

The purpose of the pre-solicitation conference is to provide a forum for further industry feedback, as well as promoting a better understanding of the Government's requirement. The event affords industry the opportunity to further comment on the published draft requirement documents, terms & conditions, and the proposal instructions. In order to facilitate meaningful dialogue, interested parties are advised the Government is particularly interested in receiving insight related to the topics provided within the referenced Draft RFP listing.

The Government anticipates the agenda of the pre-solicitation conference will include a general session in the morning, with check-in at 0900 and the general session commencing at 0930 Eastern, followed by one-on-one sessions. The general session is anticipated to last one hour and will address an overview of the procurement. Subsequent to the general session, companies interested in participating as a Prime contractor for the effort will be afforded the opportunity for a one-on-one session with the Government.

Companies interested in attending the pre-solicitation conference are required to email, no later than 17 March 2023, the following Contract Specialists and Procuring Contracting Officer:

The email should contain the name of the company, CAGE code, and the name and title of contractor attendees. A maximum of eight participants per company will be permitted. Please use "Sys Eng PreSolicitation Conference" in the email Subject line. If your company is requesting a specific timeframe (i.e., morning or afternoon) for the one-on-one session, all attempts will be made to accommodate the request; however, if that time is filled, the next available time will be scheduled. If your company does not request a specific time, the Government will assign a time. Those companies that submitted a response to the Sources Sought will be given priority in scheduling the one-on-one sessions.

Based on the level of one-on-one participation, NAVAIR will provide the specific time and instructions for the one-on-one sessions, via email, by 22 March 2023. Contingent upon the level of one-on-one participation, the one-on-one sessions are anticipated to be between half an hour to an hour for each contractor.
