Description

This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Speed Biosystems LLC for Turbo 293 transfection reagents.



The National Institute of Allergy and Infectious Diseases (NIAID)’s Vaccine Research Center (VRC) is developing vaccines for HIV-1, SARS-CoV-2, and other viruses. Production of various wild-type and mutant viral proteins and anti-viral antibodies is critical in vaccine development. To make these proteins in transient transfection protocol, transfection reagent is critical to the success of protein and antibody productions. In order to accomplish this, a specific type of transfection reagents called Turbo293 reagents are needed. Only this brand/type of reagents can be used due to technical and consistency requirements. See attached Justification document for more details.





The items required are as follows:




  • Quantity 20 each - Turbo293™ Transfection Reagent (20mL) [Part #PXX1002]






  • Shipping and Handling





Delivery shall occur within two (2) weeks of the date of award to Bethesda, Maryland 20892.





The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR QUOTE. All responsible sources that could provide comparable goods and/or services may submit a capability statement that will be considered by email subject line to reference NOI-NIAID-2156472 to Lu Chang at by 11:00 am eastern standard time 02/06/2023. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
