Description

Synopsis:



This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-06 effective June 10, 2021.



The synopsis/ solicitation number: W91ZLK-23-Q-0007.



Description of Requirement:



DEVCOM CCDC Chemical Biological Center (CBC) requires a purchase of one (1). Nitrogen generator with range 100-150psi; and purity ≥ 95%



The contractor shall provide one new Nitrogen Generator with a minimum requirement of: Nitrogen generator with range 100-150psi



b. N2 purity ≥95%



c. Minimum Variable flow 35 LPM



d. Suitable for LC/MS work



e. EcoMode cycles



f. redundant pumps



g. 2-year warranty



h. 120V; max20amp



3.1.1 The system shall be able to generate pressures ≥ 100psi



3.1.2 The system shall produce Nitrogen purity ≥ 95%



3.1.3 The system shall have variable flow of min 35LPM



3.1.4 The system shall be compatible with Agilent and Waters LC/MS instruments



3.1.5 The system shall have dBA ≤ 50



3.1.6 2-year warranty



3.1.7 Delivery within 180 days of contract award.

This procurement is being conducted using the Simplified Acquisition Procedures authorized in FAR Part 13 Simplified Procedures for Commercial Items. This requirement is being solicited as a set-aside 100% for small business by NAICS Code: 334516. The Government contemplates an award of a Firm-Fixed Price (FFP) type contract and will be evaluated based on Lowest Priced offer that meets all the requirement listed in the Purchase Description Document (PD).



Proposals shall be submitted as price and technical:



Proposal: Please submit detailed price proposal in accordance with the Purchase Description Document. The Price proposal shall clearly identify the firm fixed price unit prices. Offeror's cost/price proposals will be evaluated based on the applicable criteria in FAR 15.404-1. Offerors are encouraged to submit any other price or financial information that may be helpful in understanding and evaluation of the Price Proposal; however, superfluous, or elaborate documents are discouraged. Partial quotes will not be evaluated.



Technical acceptability will be based on a proposal that meets all the requirements stated in the Purchase Description Document (PD). Technical proposal shall be rated as Acceptable, or Unacceptable. To receive consideration for award, Contractor shall achieve technically acceptable rating on all requirements listed in the PWS.



Award without Discussions: In accordance with FAR 52.212-l (g), the Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)). Therefore, the Offeror's initial proposal shall contain the Offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.



Determination of Responsibility: In accordance with FAR 9.103, contracts will be placed only with Contractors that the Contracting Officer determines to be responsible. For Prospective offerors, to qualify as sources for this acquisition, offerors must be able to demonstrate that they meet standards of responsibility set forth in FAR 9.104. No award shall be made to an Offeror who has been determined non-responsible by the Contracting Officer.



Instructions to Offerors:




  • Contracts shall be awarded in the following order of priority when two or more low bids are equal in all respects:








    1. Small business Developmental Program 8(a) active participant.










    1. Small business socioeconomic contracting programs participants.










    1. Other Small business concerns.






  • The provision at FAR 52.212-2 - Evaluation -- Commercial Items, applies to this acquisition.

  • The technical evaluation will be a determination based on information furnished by the vendor in the submitted proposal.

  • The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions

  • By submitting a quote, the Contractor agrees to the notations identified in the Purchase Description Document (PD).

  • All quotations from responsible sources will be fully considered. Vendors who are not registered in the System for Award Management (SAM), https://sam.gov/ database prior to award will not be considered. Vendors may register with SAM online at the website link provided.

  • The Government reserves the right to cancel the referenced solicitation if deemed to be in its best interest.
