The National Institutes of Health (NIH), Clinical Center intends to award a fixed priced purchase order on a sole source basis to Philips Medical Systems North America Inc., Cambridge, MA 02141-2296, UEI: PWFVQLA9SX78 to provide maintenance and software upgrade support for the IntelliSpace electrocardiographic (ECG) and IntelliBridge Enterprise for a base and four option periods. The two applications, IntelliSpace ECG and IntelliBridge Enterprise applications are utilized by Critical Care Therapy and Respiratory Care Section (CCTRCS) to provide diagnostic and cardiac management of critically ill patients and provide ECG services for protocol requirements.
The period of performance is as follows:

There is an operational and mission essential need to continue with the existing developer and proprietary owner of the existing application as the NIH Clinical Center needs continuity with the vendor who developed the application to ensure its continual operation. As currently configured, new developers would not be able to execute the applications, and provide the necessary implementation and clinical education for every software upgrade and update for the current revision. The incumbent is the only vendor with proprietary rights.
This acquisition is being conducted under the authority of the FAR Subpart 13.106-1(b)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The total dollar value of this purchase order shall not exceed the SAT at $250,000.00.
Interested concerns capable of providing the same or similar products or services as described in this notice may submit a capability statement outlining their capabilities. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
