Description

The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Gentec-EO USA, Inc., 5825 Jean RD, Lake Oswego, Oregon, 97035-538 for the purchase of four (4) visible transimpediance amplifiers to be utilized by NIST’s Physical Measurements Laboratory (PML). The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b).





***** Sole source determination is based on the need to acquire four (4) visible transimpediance amplifiers to be used in the Air Force facility to convert photocurrent into electrical voltage. Comparing silicon diodes for optical spectral power responsivity used to measure the spectral range of UV, visible, and NIR visible light requires conversion of photocurrent to electrical voltage. To have the lowest uncertainty the working standard diodes, the monitoring diodes, and the diodes under test need to have the same transimpediance amplifiers with respect to conversion ratio and time constant. The current system uses one amplifier for a working standard and one for a diode under test. Incorporating three more into the system will allow constant monitoring of the source, an additional working standard, and another diode under test.



The Air Force already has Gentec EO SDX-1226-1 amplifiers implemented in the NIST supplied Air Force photometer, UV systems, and NIR Responsivity standards. It is key that the amplifiers have the same conversion ratios and time constants to be able to compare different optical power diodes while maintaining as small an uncertainty as possible. In addition, the Gentec amplifiers will be compatible with existing hardware and software.





Gentec-EO USA, Inc. is the sole manufacturer and distributor of the equipment that meets the required minimum specifications.





*****The North American Industry Classification System (NAICS) code for this acquisition is 335999 – All Other Miscellaneous Electrical Equipment and Component Manufacturing, with a small business size standard of 500 employees.





*****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.





*****No solicitation package will be issued. This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by 11:59 p.m. Eastern Standard Time on December 12, 2022 will be considered by the government.
