Notice of Intent to Sole Source: Boyd Bethesda, GSA LLC



The United States Food and Drug Administration (FDA) hereby issues this notice of intent to sole source. The FDA intends to award a firm fixed-price contract to Boyd Bethesda II GSA, LLC of One North Wacker Dr Ste 4025 Chicago, IL 60606 USA in accordance with FAR part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed NAICS code for these services is 812930, Parking Lots and Garages.



The purpose of this acquisition is to provide parking in the underground parking garage for the ORA Training facility and associated full time employees to protect property, documents and employees. The objective is to secure 173 parking spaces, 9 of which will be designated for Government Owned Vehicles (GOV’s) in conjunction with the real property lease located at the Montrose Metro 2 ("MMII") Building located at 11919 Rockville Pike, Rockville MD 20852 for a 12-month base year and 4, 12-month option years. The total period of performance, inclusive of option years, shall be from March 19, 2023 to March 18, 2028.



Boyd Bethesda, GSA LLC, Inc. is the sole provider for lease of parking facilities available at 11919 Rockville Pike as they own and manage the parking facility and are the only vendor from which the above-mentioned services can be purchased.



This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, providing sufficient information for the government to evaluate that the respondent has the capabilities to provide these services. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement and all submissions received by the closing date of the notice will be considered by the Government. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.



It is anticipated that an award will be issued to Boyd Bethesda, GSA LLC within approximately fifteen (15) days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement.
