**THIS IS A SOURCES SOUGHT NOTICE ONLY, FOR DUCT CLEANING. THIS IS NOT A REQUEST FOR PROPOSAL, THERE IS NO SOLICITATION AT THIS TIME.





This Sources sought announcement is to seek information only from interested firms that are certified in the State of Maryland that may have an interest in submitting an offer for a Duct Cleaning (with asbestos abatement of insulation as needed) contract to be performed at the National Institute of Standards and Technology, Gaithersburg, MD campus, should the Government determine a solicitation is required. This notice is for planning purposes only and is a market research tool to determine availability, interest, and capability. We encourage small businesses in all socioeconomic categories (8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement. The Government is under no obligation to pay for information submitted in response to this Sources Sought. Submittals will not be returned to the responders. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. Attached is a draft copy of the SOW.





Brief Scope:



The Contractor is to provide all labor, materials, equipment, and supervision required to clean Buildings of identified AHUs air distribution system ducts interior surfaces. AHU system ducts consist of supply and return ducting for one building. This work includes but is not limited to cutting access openings at convenient intervals and locations to thoroughly reach all duct interior surfaces for cleaning. Replace cut panels securely retaining frame assembly with pleated filters. All work will be performed in and outside of NIST’s normal working hours.

29 CFR 1910.1200 Hazard Communication.



29 CFR 1926.1101 Asbestos.



40 CFR Part 61, Subpart M, National Emission Standards for Hazardous Air Pollutants (NESHAP).



40 CFR Part 763 Appendix to Subpart E, Asbestos Model Accreditation Plan.



40 CFR Party 763 Subpart E, Asbestos Hazard Emergency Response Act.





There is no solicitation currently. This request for information does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP), or Invitation for Bid (IFB). Submission of any information in response to this market research is purely voluntary; the Government does not assume financial responsibility for any costs incurred. All submissions will be considered and treated as public information. The Government will assess any responses in addition to associated market research to ascertain potential market capacity; no decision has been made regarding potential FAR Part 19 set-asides at this time. No feedback or evaluation will be provided to interested parties regarding their response, though the Government reserves the right to contact respondents on a case‐by‐case basis regarding their submission.
