Naval Air Systems Command (NAVAIR) intends to award a Sole Source contract to The Boeing Company for the procurement of services and supplies in support of the upgrade and modernization of the navigation capabilities for sixteen (16) E-6B aircraft. This contract will support the upgrade, movement and re-architecture of the Orbital Improvement System (OIS) and Flight Guidance Software (FGS) modules, which are Boeing produced and adapted for the E-6B aircraft.

This intended procurement will be processed pursuant to the authority of 10 U.S.C.3204 (a)(1), whereby the supplies and services required are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. Failure to meet required timelines will result in a delay to the Government that is not expected to be recovered through competition as well as failure to comply with Ready for Tasking (RFT) schedule constraints.
