The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to negotiate a sole source, Firm-fixed price contract to ProQuest.

The planned RFQ is N0018923Q0087. The North American Industry Classification System (NAICS) code applicable to this procurement is 519210, Libraries and Archives. The Federal Supply Classification is 7630, Newspaper and Periodicals. The current size standard is $21.0 million.

This requirement is to support the academic/educational mission requirements of the Naval Academy midshipman, faculty, staff, and military personnel. The United States Naval Academy Library subscribes to scholarly content in the form of electronic access databases of scholarly resources. Period of performance (POP) for this acquisition will start on 01 April 2023-31 March 2024, with 2 option years.

The proposed contract action is for library subscription for which the Government intends to solicit and negotiate a Firm Fixed Price contract with only one source, ProQuest, under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Small Business Office concurs with this determination. The Naval Supply Systems Command Fleet Logistics Center, Norfolk requests responses from qualified sources capable of providing twenty one (21) Subscription.
