Notice of Intent to Sole Source





The National Institute of Standards and Technology (NIST) intends to negotiate on a sole-source basis with Bluetest Aktiebolag under the authority of 41 USC 3304(a)(1) for Wireless Reverberation Testing Chamber & Devices.



Background Information and Basis for Sole Source





The Smart Connected Systems Division of the National Institute of Standards and Technology is developing new industrial wireless research testbed capabilities for the development of standardization and guidance for next-generation wireless systems deployed in mission-critical factories and other mission-critical environments. To support the development of the testbed, NIST is procuring a wireless reverberation testing chamber and a mesh network testing system to be used in conjunction with robotic and process control testbed scenarios. The testing system will be used to conduct experiments involving various deployment configuration options. The results of the experiments will be used to help advance state-of-the-art industrial wireless deployment approaches, and test and evaluation strategies. Please see the attached Specification document for the requirements of the Wireless Reverberation Testing Chamber.



To meet the Government’s research objectives, the test chamber and the mesh system will be connected to the current government equipment in the industrial wireless system testbed. The Bluetest RTS25 is the only system that satisfies the interface requirements providing the ability to use our current software developed under previous projects for chamber control. The Industrial Wireless Systems lab already has another Bluetest Chamber in possession with control software. This chamber is the only chamber that is compatible with the software base currently established, and procuring another chamber of a different kind will put an unnecessary burden on the Government to develop new software and conduct additional system integration.



Source sought AMDTC-23-0003 was posted on Mar 02, 2023 to seek all responsible sources, particularly small business concerns and sources capable of providing products Made in America that can meet the Government’s requirements. No response was received.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by the listed due date, will be considered by the Government.





A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.





Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response due date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Hing Pan Wong at hnw6@nist.gov. All responses to this notice of intent must be submitted so that they are received at hnw6@nist.gov no later than the aforementioned due date.
