Description

This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the NIST for conducting a follow-on acquisition. NIST does not intend to award a contract based on this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. NIST recognizes proprietary components, interfaces and equipment, and clearly marked restricted or proprietary components, interfaces and equipment, and data included as an addendum to the non-restricted/non-proprietary information. In the absence of such identification, NIST will assume to have unlimited rights to all technical data in the information paper.



NO SOLICITATION DOCUMENTS EXIST AT THIS TIME.



SPECIFIC TASKS:



1. Requirements for Web of Science (WoS)



a. Coverage of over 12,000 journals from 256 subject categories

b. Journal backfiles to 1900

c. Cover-to-cover indexing

d. Cited reference searches

e. Author identification tools

f. Analysis capabilities and visualization tools

g. Direct links to full text and library holdings information

h. NIST researchers can do online bibliographic research of the science and technology literature from their desktops or anywhere in the NIST domain.

i. Product must provide both a search tool and an analysis tool, so that NIST researchers can analyze the impact of their research, and any other area of research.

j. Product must be externally hosted with IP authentication.

k. Fully integrate with Journal Citation Reports

l. Must be able to maintain the integrity of the current institutional dataset



2. Requirements for Conference Proceeding Citation Index (CPCI)



a. Tool to search article records from 148,000 proceedings of significant conferences, symposia, seminars, colloquia, workshops, and conventions worldwide since 1991.

b. Global citation index covering conference literature in all scientific and technical fields, including: Computer Science, Engineering, Environmental Sciences, Medicine, Physics, Agriculture, Biochemistry, Biology, Biotechnology, Chemistry

c. Full indexing of conference proceedings from 1991 to present.

d. Ability to save searches as email alerts.

e. Compatibility with NIST’s current databases.

f. Product must be externally hosted with IP authentication.

g. Product must provide both a search tool and an analysis tool, so that NIST researchers can analyze the impact of their research.

h. Product must provide each researcher with a value indicative of the number of times his or his research is cited.

i. Fully Integrate with Web of Science



3. Provide 24/7 electronic access to Web of Science and CPCI from NIST Researchers' desktops or anywhere within the NIST domain:



4. Externally hosted database with IP authentication;



5. Provide training and technical support



6. The subscription based products shall be 508- compliant.



Period of Performance

The period of performance shall be one year from award.



Delivery

All content shall be accessed via the web. Internet connectivity shall make the content available to NIST personnel via IP authentication. The NIST IP addresses will be provided upon award.

NIST is seeking responses from all responsible small business sources under the size standard of

information on small business concerns under NAICS 519130 with a standard size of 1,000 employees.



Please include company’s size classification and socio-economic status in any response to this notice. Companies able to provide such services are requested to email a detailed response describing their abilities to yolanda.mccray@nist.gov no later than the response date for this source. The report should include any information relevant to your capabilities and the following:



1. Brief narrative providing evidence of the ability to administer robust subscription-based products containing the content and compliant with the specifications described herein.



2. URL’S granting access to the portals of the on-line subscriptions



3. Capabilities Statement discussing core competencies.



4. Current socioeconomic status of your company including applicable North American Industrial Classification System (NAICS) codes.



5. Indication of whether your company currently an active registration has, including on-line

representation and certification of the System for Award Management (www.sam.gov) website. Contractors must have a valid current registration to be considered for award.



6. Indication of whether the services are currently on one or more GSA Federal Supply Schedule contract or any other government-wide contracts. If so, please provide the applicable contract number(s).



7. Indication of whether the services proposed is a commercial item currently offered in the marketplace.



8. Any other relevant information that is not listed above which the Government should consider in developing its minimum performance requirements.
