RFI Description: Program Executive Office Intelligence Electronic Warfare and Sensors (PEO IEW&S) is seeking industry feedback on innovative contracting solutions for software (SW) development utilizing commercial best practices including Stakeholder involvement, Agile Development (e.g. Scaled Agile Framework), Development Security Operations (DevSecOps), and microservices architecture. The Government is seeking industry feedback on contracting ideas such as: contracting vehicles, type, duration, requirement documentation, and any other topics that may lead to innovative solutions. At this time, there is no specific requirement or program attached to this RFI. Please address the following in your RFI response:

2. Previous Experience:
a. Have you been awarded any contracts by the Government or been a subcontractor for a Government effort for agile software development in a DevSecOps environment? How was the contract structured and has it been effective in delivering innovative solutions to the Government?
3. Innovative Contracting:
a. Provide your opinion on the ideal contract type (e.g. firm-fixed price (FFP) or time and materials (T&M)), duration, and structure for agile SW development. Include the reasoning for your recommendation.
b. Does your company have a preference regarding a requirements documentation (e.g Performance Work Statement (PWS), Statement of Work (SOW), or Statement of Objectives (SOO))? Is there a more effective way for the Government to communicate its requirements for agile SW development with the contracting community?
c. Provide the Government any insight you have on innovative selection differentiators/criteria for SW development.
4. Technical Factors:
a. Are there specific areas of agile SW development that the Government should look to invest in or leverage? An example may be commercial tools found in SW pipelines.
b. Regarding ownership of the SW development pipeline – should the Government or Contractor own the SW development pipeline and provide your reasoning.
c. List technical certifications and/or standards the Government should require or emphasize in its future solicitations and source selections for SW development.
5. Provide any ideas, comments, or best practices your company has for future SW development that has not already been discussed within this RFI.

No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this request.

This request is for informational purposes only to promote exchanges of information with industry in accordance with FAR part 16.505.
