This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.

The National Institute of Health (NIH), Clinical Center (CC),Department of Laboratory Medicine (GLM) intends to solicit a quote and enter into firm-fixed price service maintenance agreement, with Life Technologies, The proposed vendor has been responsive to our troubleshooting calls and effective in diagnosing and solving maintenance issues. Additionally, these instruments and their associated supplies are proprietary to and distributed only by Life Technologies Corporation. As such, no other entity is capable of providing the Government with the requested preventative maintenance. Establishment of this preventative maintenance agreement would allow for uninterrupted provision of critical patient test results.

There is no other known company that can provide the breadth and depth of knowledge of the unique instrumentation to properly service the device. Service engineer support is with factory-certified trainers who are kept up to date on all system updates and global customer feedback. There is no other known service organization that can replicate this level of training and expertise on the device. The NIH intends to award a one (1) year fixed price purchase order to Life Technologies for twelve (12) month base with 2 option year contract.

This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of Part 6. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
