NAICS – 541310 – Architectural Services





NIST is conducting market research. This notice is gauging interest and capability from small businesses only, experienced and registered under NAICS 541310.





NIST seeks responses from a variety of socio-economic small businesses including:




  • 8(a);

  • Service-disabled veteran owned;

  • HUBZone;

  • Small disadvantaged;

  • Veteran-owned;

  • Women-owned;

  • Tribal





SAM registration must be current and include NAICS 541310 – Architectural Services. Responsive businesses should demonstrate capability, experience, and expert knowledge in the scope of the requirement NIST may pursue under an IDIQ which include the following A&E disciplines and tasks:






  • Architectural & Planning (A-P) services for real property planning;




  • Master Planning and Site Planning including utility, environmental, landscape, land use and transportation planning

  • Space Programming and Functional Planning

  • Program of Requirements (POR)

  • Historic preservation, including HABS HAER documentation, survey and documentation of inventory of NIST property resources, Determinations of Eligibility, Section 106 analysis and assistance with Section 106 Consultations

  • New Building and Facility Concept Designs

  • Building Reuse and Feasibility Studies

  • Infrastructure Studies (mechanical, electrical, data and communications, etc.)

  • The National Environmental Policy Act (NEPA) documentation and analysis, including environmental assessments (EAs) and environmental impact statements (EISs)

  • Transportation planning, including vehicle counts, traffic studies, and wayfinding

  • Cost estimates at a conceptual level for Design, construction, and total project costs

  • Security/Safety Studies

  • Risk Assessment Studies

  • Structural Studies

  • Massing Studies



LOCATIONS





NIST is comprised of five primary locations where services may be performed - Gaithersburg, MD; Boulder, CO; Erie, CO, Ft. Collins, CO and Kekaha, HI.



Gaithersburg is NIST headquarters and primary location. It consists of approximately 64 structures, 3.7 million gross square feet, and 579 acres. Facilities include laboratories, R&D facilities, administrative, and service/support facilities. with about 55% of the permanent buildings constructed nearly 60 years ago. The site is registered on the National Register of Historic Places (NRHP).





The Boulder Laboratories consists of approximately 36 structures, 915,000 gross square feet, and 206 acres.





The Fort Collins, CO site consists of approximately 7 structures, 15,000 gross square feet, and 390 acres is a candidate for inclusion on the NRHP.



The Erie, CO site consists of structures, 3,000 gross square feet, and 112 acres.



The Kekaka, HI site consists of an approximately 6,600 gross square foot structure and is a candidate for inclusion on the NRHP.

Qualified small business under the above criteria capable of performing as a prime contractor are invited to respond by the deadline in pdf format with no more than 5 pages to Virgil.Rogers@nist.gov and Michael.Wigfall@nist.gov.     4. Socioeconomic status (SB SDB, WOSB, HUBZone, VOSB or SDVOSB) under applicable NAICS Code 541310.








  1. Information on your firm’s capabilities addressing the following topics:

    1. Discuss your experience in Master Planning. Detail the number of acres on that site for a government organization (i.e city, town, state, college/university, or Federal Government) or a private company within the last seven years.

    2. Describe your experience with Section 106 of the National Historic Preservation Act.

    3. Describe your experience in developing Programs of Requirements and documents for Design-Build implementation.
