REQUEST FOR INFORMATION (RFI) FOR INDIAN HEALTH SERVICE (IHS) 75H70423R00002






  1. Purpose. This RFI is being issued for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL nor is it to be construed as a commitment by the Government. The information requested will be used by Indian Health Service Command as market research to facilitate decision making (i.e., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government. Proprietary information submitted shall be appropriately marked. Please note that Indian Health Service will NOT be responsible for any costs incurred by interested parties in responding to this RFI.






  1. Background. This is a new requirement.






  1. Description/Scope. Indian Health Service is seeking Contractors that possess the capability to create recruitment marketing such as, videos, brochures, infographic template, and conference booth materials (e.g. floor signs, banners, table coverings) in an effort to provide materials associated with the campaign to increase awareness of the mission of the Indian Health Service (IHS) and how the Division of Sanitation Facilities Construction (DSFC) supports this mission. The materials will highlight the roles of different job types located in various geographic locations and the diversity of project work completed in collaboration with American Indians. The content of these materials should depict DSFC staff involved in activities such as field data collection, project design, construction inspection, and utility operator training. The materials should also depict DSFC staff interfacing with tribal officials while completing project work and demonstrate the public health benefits of the sanitation facilities to tribal communities. This work may involve researching regional AI/AN art, symbols, languages, history, and culture and integrating findings into graphic art, photos, and products for the IHS informational products. Travel will be required to complete this work.



Place of performance: The work will be performed at different geographic locations.



Period of Performance (Estimated): This contract will be for one year.

Parties interested in assisting Indian Health Service with this market research are requested to submitted responses to the questions listed below. The responses should be detailed (but no more than 2 pages per response).








    1. What experience does your firm have with working in American Indian communities?










    1. What experience does your firm have in developing branding for marketing purposes?

    2. What labor categories would be involved for tasks described in the proposed scope of work?

    3. Define percentage of time for categories to complete tasks listed in scope of work.

    4. What size crew would be needed for travel to capture film and photos as described in the corresponding tasks to complete the work?

    5. What experience do you have with collecting waivers for publically using individual’s images and locations on film and in photos?

    6. What description about the waiver process should be included in the solicitation to ensure the roles of the contractor is fully defined?

    7. What experience does your firm have working with the Government Printing Office to facilitate production of printed materials?

    8. What experience does your firm have with 508 compliance?

    9. Describe the ideal workflow process for receiving input from the Indian Health Service during the development of a) videos, b) brochures, c) infographic templates, d) conference booth materials, e) program action photos, f) graphic design, and g) printed media material.
