Procurement of a laser diode system

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13 Simplified Acquisition Procedures.
This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-101 effective 09/26/2018.
The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1000 Employees. This acquisition is being procured as a 100% small business set aside.

The National Institute of Standards and Technology's Security Technologies Group (STG) of the Material Measurement Lab develops metrology to support the needs of the emergency response, law enforcement, and corrections communities. The STG requires a laser-diode system that will support the establishment of a method for calibrating the output of electroshock weapon measurement systems. The laser-diode system will be used for electrooptic or photoconductive sampling of a propagating electrical sinusoidal signal. The sampling process will provide a direct measure of the phase of the propagating sinusoidal signal and further the NIST mission.
