NASA/Goddard Space Flight Center has a requirement to provide Engineering Services to the Mission and Instrument Systems Engineering (M&ISE) services to the Mission Engineering & Systems Analysis Division (MESAD) and related Engineering and Technology Directorate (ETD) organizations, for the formulation and implementation of, flight and ground systems, and development and validation of new technologies. The Contractor shall provide services to the M&ISE Directorate in all aspects of mission and instrument formulation and implementation for systems, science instruments, observatories, launch, ground system, spacecraft, and suborbital craft (e.g., aircraft, sounding rockets, unmanned aerial vehicles (UAVs), balloons), including services for the following: free-flying spacecraft, suborbital craft payloads, and Space Station payloads. The Contractor shall provide onsite and offsite M&ISE services.
NASA/GSFC intends to increase the IDIQ maximum ordering value on the current Systems Engineering Advanced Services (SEAS) contract with Alcyon Technical Services JV, LLC on a sole source basis to allow for additional contract performance while the follow-on contract is awarded. This is a Cost-Plus-Fixed-Fee (CPFF), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, NNG15CR66C. The rationale supporting this sole source award to Alcyon Technical Services JV, LLC is in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements” and is based on the nature of the work to be performed, the minimal increase in IDIQ maximum ordering value, and the fact that NASA/GSFC currently has a competitive follow-on procurement underway.
The Government does not intend to acquire a Commercial Item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications statements to perform the effort electronically via email to Teresa.S.Shaw@nasa.gov not later than 3:00 p.m. EST February 10, 2023. The interested organizations’ capabilities and qualifications statements will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
