Description: This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.



The National Institutes of Health (NIH) intends to award a fixed price purchase order to BioLegend, Inc. located in San Diego, CA 92121 on a sole source basis for the procurement reagents and kits for the Center for Cellular Engineering (CCE).

The Center for Cellular Engineering (CCE) is responsible for the manufacture of human cells and tissue-based products utilized in phase I/II clinical protocols for transplantation, adoptive immunotherapy and gene therapy conducted in the Clinical Center at the National Institutes of Health. Cell processing procedures are tailored to each of the 30 or more different patient-care clinical research protocols supported, including CAR-T cells and iPSCs. Also, regarding Institute research support it: 1)Develops biologics collection and manufacturing processes to support clinical trials, 2) Collects, manufactures and distribute blood components for in vitro research use, 3) Collaboration in the design, planning, execution and data analysis of clinical studies, 4) Collects and manufactures specialized cellular products to support clinical trials and, 5) Develops and evaluate assays for clinical application and biologics safety testing and cellular characterization. BioLegend is the only contractor capable of providing the reagents which are compatible with Mission Bio Tapestri instrument. Use of any other produce with harm the continuity of the research and unable to provide accurate results to streamline the CAR-T cells manufacturing workflow, and create manufacturing acceptance criteria as there could be to the detriment of the patient.



This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.



Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
