NOTICE OF INTENT TO SOLE SOURCE-For Technical Assistance Services and Construction Phase (Title II) Services for the Repair Stormwater for six (6) Outfalls & Security Fence, located at Joint Base Andrews, Maryland. Contract No. TBD





This Notice is being published in accordance with Federal Acquisition Regulation (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract. The statutory authority for this sole-source procurement is 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(B), “Only one responsible source and no other supplies or services will satisfy agency requirements.” The United States Army Corps of Engineers (USACE) Baltimore District (NAB) intends to solicit and award a Firm-Fixed-Price Sole Source Contract to AECOM Services Inc. to provide:



Construction Phase Services: The A-E shall provide technical assistance requested in writing from the Government for the duration of the construction period through close out. This assistance will include, but not be limited to, the following tasks:

- 15 Reviews of Shop Drawings.

- 10 Site Visits about 2 hours each.

- Attendance at 56 meetings which may include technical reviews and construction progress meetings with the contractor.

- Respond to 120 requests for information (RFIs) to assist the Baltimore District and the Area/Resident Engineer.

- Review 160 contractor submittals for conformance with contract documents and provide recommended response (as described on ENG4025).

- Review of five (5) special construction techniques, methods, and procedures and annotate available documentation to provide recommendations for approval or disapproval.

- Review, evaluate and provide recommendation on five (5) time impact analysis for potential contract modifications.

- Review of Contractor Value Engineering Proposal and provide comments and/or recommendation for approval or disapproval.



As the DOR, AECOM generated the Construction Documents, drawings, and designs that will be utilized by the Construction General Contractors throughout the entire Construction Phase of the JBA six (6) Outfalls project.





Note: The A-E will not be compensated for construction phase support required to correct errors or omissions in the design documents. Technical Assistance shall be task specific and rendered only after receipt of a written request. The A-E shall document the effort expended for each Technical Assistance task in the summary of work monthly and include it in their invoices, which are contingent upon deliverables.



This notice is NOT a request for competitive proposals. All responsible sources may submit a capability statement, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions

will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
