Description: This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.



The National Institutes of Health (NIH) intends to award a fixed price contract to Alliant Enterprises, LLC, Grand Rapids, Michigan 49505 on a sole source basis to provide Olympus Bronchoscopy Series 190 System to the Department of Critical Care Medicine at the National Institutes of Health Clinical Center (CC). The instruments can only be purchased through Olympus the Original Equipment Manufacturer (OEM), or its authorized small business distributor Alliant Enterprises.



The purpose of this requirement is to procure Olympus Bronchoscopy, Series 190 System to replace the Olympus Bronchoscopy, Series 160 System have reached their end of life. The Series 160 Bronchoscopy is nearing the end of lifecycle in no longer supported by the manufacturer. Therefore, a new Olympus Bronchoscopy System is required that is capable with the current system application and electronic medical record system. The Department of Critical Care Medicine provides ­treatment and therapy to critically ill inpatients and performs research studies on critical care diseases. Bronchoscopy is performed, if indicated, for clinical diagnosis of lung involvement to enable proper treatments and to promote a positive patient outcome. Olympus scopes is a sole source because of the needed compatibility with the existing Endoscope tower and for standardization and continuity of care. The DPM currently owns Olympus towers compatible with the Olympus scopes. If the government procured a different bronchoscopy system, it would incur duplicate costs and require the additional purchase of their tower as well. Also, the sterile supplies associated with these particular scopes are currently in use and on hand. Furthermore, the scope cleaning machine used to clean the scopes are compatible with the Olympus scopes as well as all the cleaning supplies.



Alliant Enterprises, LLC is an “exclusive authorized Service Disabled Veteran Small Business Partner” for products sold by Olympus America, Inc. Therefore, no other vendor is able to provide the scopes needed for this requirement.



This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.



Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
