Question
Could you please offer some addition information about addendum 6? There were 2 site plans issued, but they appear to be older and no information provided. There are 2 red boxes without labels. There is a landscape plan that appears older than the original bid set.

Can you tell me what changed on these drawings?

Answer The red boxes are the only meaningful information on the recently submitted site plan. They are identifying the additional staging and access areas approved by the owner.

Question

Bid item B-1 is titled: B-1 Rock Excavation as defined by section 0222”. We do not see a specification section 0222 in either the specific contract documents nor in the City of Frederick Standard Specifications. Please provide this specification section in a future addenda so that we can bid this item appropriately.


Answer This was answered previously. Use City of Frederick Standard Specification Manual, Section 2200-6. Paid per CY, at estimated quantity of 20 CY.

Question

Bid Item B-1, Rock excavation lists 20 cubic yards.


Is this the anticipated amount of rock excavation that the bidding contractor should base their bid on and is to be included in our bid or is this a contingent amount of rock excavation that may be used if there is a change to the scope of work and more rock excavation is necessary than what the bidding contractor sees in the documents as currently designed? We see significantly more rock excavation than 20 cubic yards after review of the soil borings.


Answer This is a Unit Price Item. This shall be priced based on 1CY with a total price for 20CY. if estimated quantities are exceeded, then you will be paid based on the unit price provided for each CY removed.

Please confirm that all cost for Quality Control compaction and concrete testing will be covered using contingent item C-1 and that the contractor does not need to carry these costs in our base bid?

Question
In the panel specification 07412, McElroy Metals is named, but the spec also says to use 032 aluminum. McElroy does not do aluminum only steel. Therefore, can we use another Manufacturer’s system such as Petersen Aluminum?
Answer Peterson Aluminum is an acceptable alternative manufacturer.

Question
An answer to a previous question was not clarified in the boring report. Please confirm that if improvements to the building foundation subgrade are required such as undercutting that this will be a changed condition and be paid via change order. The boring report referred to a chance of undercutting being required.
Answer

The bid shall be based on the contract documents and subsurface information available, i.e. the boring logs. If it is determined that there is work that is outside of the contract, then a change order will be considered.

Question

A significant portion / area of the existing asphalt drive will be removed in order to install the underground utilities on this project yet there is not a note nor a standard detail directing the contractor to replace the asphalt. When excavation for the new generator is included a significant portion of the site will be damaged. Is it possible to show the limits of asphalt restoration? Additionally, because so much of the area will be disturbed, would the City prefer to have the trenches repaired and then the drive area overlayed?


If overlaying is to be considered, will the remaining asphalt need to be milled?


Drawing C-5 Utility plan depicts “Asphalt” with only a small strip of asphalt shown in front of the new building entryway. Limiting new asphalt to only this small strip does not address the considerable amount of asphalt that will be demolished during this project. Can a drawing be provided that depicts the limits of asphalt removal and subsequent replacement?


Answer Use City’s Standard detail ST-2.0 for trench patching. Additionally, a complete 1.5" mill and overlay for the complete asphalt section will be required when construction has been completed.

Specification 07131 Self Adhering Sheet Waterproofing is included in the bid documents. Neither the specifications or drawings call out a location for installation of this waterproofing. Please provide location(s) waterproofing is to be installed.
Answer The Self Adhering Sheet Waterproofing material is not required.

We previously asked if a Geotech report was available, if a report is not available can you provide the information for the boring that is shown on C-3? This would help in determining what type of shoring or underpinning will be required for the existing building while we install the proposed 16” Effluent pipe
