Scope
|
The Montgomery County Department of Health and Human Services, School Health Services provides health services to the Head Start Program for the Montgomery County Public Schools (MCPS) School Based Head Start classes. The somatic health services staff consists of County nurses and nurses procured through this solicitation, as well as other County employees and contractors (not part of this solicitation), including School Health Room Technicians (SHRTs), dental hygienists and Income Assistance Program Specialists. The Head Start School Health Services goal is to maintain children at their optimal health so they can derive the maximum benefit from their educational experience. The Montgomery County Department of Health and Human Services (DHHS), seeks an experienced, qualified, and financially stable organization to provide health services to approximately over 3000 Head Start and Pre-Kindergarten (Pre-K) children located in approximately 67 Montgomery County Public Schools (MCPS) and community- based centers. The Offeror (“Contractor”) must provide a staff of Registered Nurses (RNs; 7 Part-Time RNs ) to provide medical services in accordance with the policies and procedures established by the U.S. Department of Health and Human Services Head Start Performance Standards (45-CFR-1302.40), https://eclkc.ohs.acf.hhs.gov/policy/45-cfr-chap-xiii . The County intends to award one (1) contract from this RFP. The funding for the contract resulting from this RFP is contingent upon annual fiscal appropriations by the County. Offerors must complete and submit a proposed budget based on an estimated utilization of 5,474 hours (seven Part-Time RNs ), using the attached DHHS budget form (Attachment D). The 5,474 hours includes the various services listed in the scope services below. The proposed budget must be accompanied with detailed justifications.
