Scope

The Montgomery County Early Care and Education Initiative (ECEI) seeks an experienced, qualified, and culturally competent entity to conduct a cost of quality child care study, as well as work with the Department’s Information Technology Team or designee to provide content knowledge to develop a user-friendly online interactive cost modeling tool for providers to assess their costs and revenue. The study and the tool will assist providers in developing programs to address the needs of the community while assuring their sustainability for the future. The study will determine the costs at each level of the Maryland EXCELS quality rating system, determine scenarios for each type of regulated child care (center-based and family child care), as well as provide analysis on assisting providers to identify costs to move up in the quality EXCELS rating scale. The study will report findings, provide recommendations and actionable strategies, as well as provide stakeholders content to allow the County to make informed decisions regarding subsidy investments.
