Scope

Montgomery County, Maryland is seeking proposals from qualified firms to provide Independent Financial Advisory Services to the Department of Finance (FIN). The County intends to contract with up to four (4) Contractors to provide independent financial advisory services in connection with various financing transactions and programs. The Contractors must be qualified entities registered as independent municipal financial advisors in accordance with the rules of the Municipal Securities Rule Making Board (MSRB) and Securities and Exchange Commission, and Contractor(s) will provide general financial advice or work on projects with defined scope of work related to debt management and/or other financial matters.

The County intends to award up to three (3) contracts for Scope I: "Financial Advisory Services" until the County’s needs are met. In addition, the County intends to award one (1) contract for Scope II: "Arbitrage Rebate and Yield Restriction Compliance Review Services". An Offeror may submit a proposal for one or both services. However, since each service will be evaluated separately, the Offeror must submit one electronic copy of their proposal for each scope for which they are submitting a proposal through BidNet’s Maryland Purchasing Group.
