Scope
|
The Department of General Services, Office of Energy & Sustainability currently utilizes a utility bill management provider (defined as “Contractor”) to annually process over 18,000 electric, solar PV, natural gas, water & sewer, diesel fuel and propane utility bills for County buildings, streetlights, and traffic signals. Utility bills are entered into an existing utility bill management platform via an electronic data interface XML file or manually via a pdf. The utility bill management platform creates utility bill, identifies billing anomalies, and sets aside utility bills for review and approval by County staff. After County staff reviews and approves utility bills, the utility bills are automatically batched and sent to County’s backend Oracle system for payment processing. The utility bill management platform provides easy to setup dashboards, generates historical utility use, cost and Greenhouse Gas (GHG) emission reports, as well as other reports, from 2014 to current date. “Green button” functionality is also used to satisfy the County’s ENERGYSTAR Portfolio Manager “benchmarking” mandate. The intent of this RFP is to contract with a Contractor capable of performing the services as outlined in 5.3 Scope of Services. |
