Description:
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.
The Department of Laboratory Medicine (DLM) serves as the clinical laboratory of the, National Institutes of Health (NIH). Clinical Center. It provides laboratory support for patient care and research protocols and performs research and training in disciplines of Clinical Pathology. In doing so it
provides state-of-the-art laboratory testing in support of Clinical Center patient care and
serves as a center of excellence in research and training in laboratory medicine,
particularly in areas which utilize the unique strengths of the NIH.
The purpose of this requirement is to replace the existing ABI 3500 Genetic analyzer in DLM,
Serial #26105-180 with a new 3500XL Genetic analyzer
Life Technologies, Carlsbad, CA 92008 is uniquely qualified to replace the existing 3500XL Genetic Analyzer that is manufactured by Applied Biosystems, part of Thermo Fisher Scientific. Life Technologies is a subsidiary of Thermo Fisher and is the only known distributor of the compatible equipment. Extensive research has produced no other capillary. electrophoresis systems with same capabilities that can resolve single nucleotide. polymorphisms and sequencing in this country.
Minimum Specifications
•A 24-capillary, fluorescence-based capillary electrophoresis system used for genetic analysis.
•The analyzer must be fully automated from polymer loading and replacement, DNA separation, detection and data analysis to generate base-called or size called results.
•The analyzer must be built with a single-line 505nm, solid-state long- life laser that utilizes a standard power supply and requires no heat removal ducting and the thermal system is specifically designed to improve temperature control and can maintain temperatures from 18 to 70 degrees C.
•The system should give significantly improved signal uniformity from instrument-to-instrument, run-to-run and capillary-to-capillary through the use of instrument normalization schemes.
•The Analyzer should be able to detect and analyze six fluorescent dyes simultaneously for DNA fragment analysis.
•Each of the primary consumables should be designed with a RFID (Radio Frequency Identification) tag integrated into the label. These labels allow tracking and reporting of the consumable usage, lot and part numbers, expiration dates and on-instrument lifetime through the instrument operation software.
•Include the most up-to-date sequencing analysis software for gene mapping and analysis.
•Includes an installation kit.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
