This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Discovery Life Sciences of Huntsville, AL to procure OLINK proteomic platform services that will ultimately be used to explore immune system function as measured in serum proteins. This work will involve studies of COVID-19-recovered individuals; these same testing services were previously used for a study of these and similar subjects. This is in support of SARS-CoV-2 studies and ongoing research being conducted by the Laboratory of Immune System Biology.



The Laboratory of Immune System Biology is studying the systems biology of the immune system on a global scale and at single cell resolution. Proteomic assays allow profiling of hundreds of proteins in parallel in body fluids. Many of these proteins reflect immune system function and allow unique insight into how the immune system operates in health and disease. LISB has previously used the OLINK proteomic platform testing results to explore immune system function in COVID-19-recovered individuals. This project is a continuation of that work, and for this reason, requires a continuation of the OLINK proteomic platform services. The OLINK proteomic platform will be used to explore immune system function as measured in serum proteins. This work will involve studies of COVID-19-recovered individuals as previously used for a study of these and similar subjects. The OLINK platform measures 92 proteins per panel and uses the methodology based on the proximity extension assay to ensure it measures proteins with high specificity. This data will support ongoing COVID-19-related research already funded by the federal government. Discovery Life Sciences is an ISO 13485-2016, CLIA certified, CAP accredited, GCLP Compliant laboratory and thus provides high quality data throughout the entire data generation process. This also assures a higher standard of accuracy, reliability and timeliness of test results. Continuity is imperative.



The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2175042) to Dana Monroe at dana.monroe@nih.gov, by 5:00pm eastern daylight savings time May 22, 2023. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
