Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 and the procedures of FAR 13.5 using Simplified Acquisition Procedures, as supplemented with additional information included in this notice. The solicitation is issued as a Request for



Quotation (RFQ), solicitation number is N0042123R0011. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08.



This is a firm fixed-price procurement; therefore, the Offeror's initial offer should represent the vendor's best quote in terms of price and technical acceptability. The Government will not pay for any information received. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this synopsis/solicitation. Therefore, it is incumbent on the Offeror to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the quote. A firm fixed price contract is anticipated.



The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding any addenda to the clause. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition.



Any additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices.



ELIGIBILITY:



This acquisition is open for full and open competition. All qualified Offerors may submit a quote. The Product Service Code (PSC) for this requirement is 6630. The North American Industry Classification System (NAICS) code is 334516 with a size standard of 1000 employees.



All proposed hardware shall be in new condition. Proposed used and/or refurbished hardware is unacceptable.



INTRODUCTION:



The Naval Air Warfare Center Aircraft Division (NAWCAD) NAVAIR Fuels & Lubricants Branch at Patuxent River, MD intends to procure a comprehensive two-dimensional chromatography (GCxGC) system with high-resolution mass spectrometer (HRMS) that is capable of both electron and chemical ionization including all ancillary equipment, services, and documentation required as detailed in the solicitation.

RESPONSE SUBMISSION:

All data received in response to this combined synopsis/solicitation that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
