The Bureau of the Fiscal Service, on behalf of the Treasury Inspector General for Tax Administration (TIGTA), intends to make an award on a sole source basis to Forensic Logic, LLC at 177 N Church Ave. STE 400 Tucson, AZ 85701-1121.

This product will be used by TIGTA-Office of Investigations and Office of Management Services (Personnel Security). Forensic Logic is the sole creator, developer and remains the exclusive operator of the LEAP Network, COPLINK and COPLINK X, a secure, cloud-based law enforcement information network combining criminal justice information from local, state and federal law enforcement agencies with public data records and supplemental metadata into a National, eminently scalable and easily accessible data repository. COPLINK X is a web-based search engine and advanced tactical lead generation tool to provide access to those local and national law enforcement databases utilizing algorithms for database integration as well as the following:

• The LEAP Network and all of its attributes and components, including data interfaces, user tools and mathematical algorithms, has been developed and continually maintained by Forensic Logic since its inception. This proprietary technology cannot be procured, replicated or serviced by any other vendor.


• All components of COPLINK and COPLINK X products are developed and maintained solely by Forensic Logic. No third-party vendor, developer or other entity is authorized to develop new product features, provide services, or maintain these products.

NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted.

Responses to this request shall be submitted on or before 12:00 p.m. ET on April 03, 2023, by email to purchasing@fiscal.treasury.gov , Attn: CJ/EH. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:

.bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files.

Microsoft Office compatible documents are acceptable.

No other information regarding this Special Notice will be provided at this time.

This notice does not restrict the Government to an ultimate acquisition approach. All vendors responding to this notice are advised that their response is not a request that will be considered for contract award. Responses will be shared with the federal government agencies as part of market research for fulfilling future similar requirements.
