Subject: Model Animal Scientist Services at the Walter Reed Army Institute of Research (WRAIR)



THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT.



1.0 DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFQ will not be entertained.



2.0 SUBJECT: WRAIR is the largest and most diverse biomedical research laboratory in the Department of Defense (DoD). The main facility, the Daniel K. Inouye building, is located in Silver Spring, Maryland. Other laboratory and clinical facilities also carry out research studies in Asia, Africa, and Europe through cooperative partnerships with a host of other governments and militaries through the U.S. State Department. WRAIR’s greatest resources are the dedicated scientists, clinicians, and support personnel who make up the core of WRAIR today. By integrating basic research and advanced technology for the primary goal of protecting the Warfighter, WRAIR serves as the premier biomedical research organization within the DoD.



3.0 BACKGROUND: The U.S. Army Medical Research and Materiel Command’s WRAIR Experimental Therapeutics (ET) Branch is part of the Walter Reed Army Institute of Research (WRAIR) and resides in CIDR. The mission of the ET Branch is to discover and develop new therapeutic agents to protect military members from death, disease, and injury. The ET Branch is the nation’s primary developer of new therapeutics to prevent and/or treat infectious disease threats such as malaria, leishmaniasis, bacteria, and viruses. Collectively, ET engages in drug discovery, drug safety, drug efficacy, pharmacokinetics, and mechanism evaluation, to support preclinical and clinical therapeutic development.



More specifically, prophylaxis and treatment of infectious disease are central to the WRAIR mission. It is essential to innovate, conduct, and sustain primary and secondary drug efficacy, safety, and pharmacokinetic animal models as an integral part ET’s drug discovery and development program.



The contractor shall provide specialized services to develop drug screens, test drug candidates, formulate and execute protocols, and analyze data for a host of diseases and biological threats.



3.1 Objectives



Communicate the objectives of your requirement. This may be one or many objectives. You should communicate them in a logical sequence. The scope and required tasks should logically tie to your objectives.



3.2 Specific Tasks / Requirements



a. Assist in the development of the next generation of therapeutics, to include (but not be limited to) anti-malarial, anti-leishmanial, anti-bacterial, and anti-viral drugs.



b. Collaborate with Principal Investigators to develop, coordinate and execute the in vivo drug efficacy, safety (tolerability), and pharmacokinetic models of the Experimental Therapeutics Branch.



c. Manage a highly skilled team to sustain and conduct the all-animal models used for assessing the in vivo drug efficacy, safety (tolerability). And pharmacokinetic profiles of potential therapeutics.



d. Support all related cooperative agreements such as Material Transfer Agreements (MTA), Cooperative Research and Development Agreements (CRADA) to support internal and external grants.



e. Act as a Subject Matter Expert (SME) for In Vivo Imaging System (IVIS) Facility and the in vivo assays that require use of the in vivo imaging technology.



f. Facilitate data analysis and archiving in-house information and inventory system.



g. Generate technical reports for all animal models for the purposes of internal and external reporting and publication.



h. Work location will be at the Walter Reed Army Institute of Research (WRAIR), Experimental Therapeutics Branch, Department of Drug Discovery at 503 Robert Grant Avenue, Silver Springs, MD 20910.



i. Some activities may require performance off-site and CONUS/OCONUS travel for presentation of data at scientific meetings and conferences.
