This Notice is being published in accordance with Federal Acquisition Regulation (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract. The statutory authority for this sole-source procurement is Far 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
Project Description: A/E Services for a new production facility to be performed by registered architects and/or engineers may include but are not limited to planning, design, andconstruction phase services w ith unique requirements for: (1) Material movement; (2) Space management to allow for collaboration of management and technical experts regarding production and manufacturing issues); (3) Waste Management; (4) Evaluation of the possible employment of automated material handling systems and robotic material movement to minimize delays on the production line; (5) Includion of required security protocols and systems for secured areas for currency paper and some inks, research functions, quality assurance, and certain disposal processes; and (6) Development of all major utility infrastructure systems to provide service to the new facility.
USACE, Baltimore District intends to sole source an increase in capacity to the W912DR20D0007, Capital Currency Team, contract for the design requirements in support of the Bureau of Engraving and Printing new Currency Production Facility to be located in Beltsville, Maryland. To date, Capital Currency team has served as the designer of record for this project since 2020 provided all design requirements for the new Currency Production Facility for the Bureau of Engraving Printing Facility. The current capacity is almost depleted with approximately 6 years remaining. Additional capacity is being requested to accomodate modifications and an additional task order for the Construction Phase Services.
This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, which shall be considered by the agency. Capability statemetns must be received by the response data and time of this notice. Submissions will be reviewed to determine if they can meet the additional design requirements. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The approved
Justification and Approval, (J&A), for this procurement will be posted following the closure of this notice.
