Description

Serving Utilities – Electric/Natural Gas/Water



The United States Coast Guard is planning to develop a Utility Energy Service Contract (UESC) at the United States Coast Guard Yard in Baltimore, Maryland. We are surveying the interest of all serving electric, natural gas, and water utilities for the Yard to implement this turnkey project at our facility. This letter is only a request for information regarding your company’s energy management services offerings, willingness, experience, and qualifications to provide a customized UESC program for the United States Coast Guard and does not constitute authorization to proceed with any work. The Coast Guard intends to award a UESC Task Order under the GSA areawide contract (AWC). In the absence of an AWC, the Coast Guard will also consider awarding the UESC via a Separate Contract or a Basic Ordering Agreement (BOA). The USCG would like to develop an economically viable energy project that will reduce carbon emissions; priority ECMs include existing cogeneration plant (CoGen) operations and maintenance and load balancing, renewable energy (RE) installation and generation, including roof, parking lot or grounds preparation prior to the addition of any solar RE, peak demand reduction, building envelope improvements, lighting retrofits, building and load automation and management controls, HVAC, heat pumps (ground and/or water sourced), air handling units, compressed air system improvements, variable speed drives, boiler replacements (including electrification) and/or decentralization, steam lines/traps, chillers, pumps, energy storage, landfill gas recovery, and electric vehicle charging stations. USCG is also interested in any other recommended ECMs based on a preliminary assessment and investment grade audit.



UESC requirements typically include the following:




  • A Preliminary Assessment (PA) offered at no cost to the Government.

  • Financing (if applicable) must be competed.

  • If the utility is going to subcontract to an Energy Service Company (ESCO) partner, the opportunity must be competed.

  • DOE’s eProject Builder (ePB) is required for Task Order schedules, and they should be provided for the PA, and at the 50% and 90% completion points of the investment grade audit (IGA), as appropriate for the specific UESC project.

  • Format and requirements for PA and IGA will be discussed at a later date.

A fully executed GSA AWC or standalone agreement will be required before proceeding to the Preliminary Assessment/Feasibility Study phase of the project.



If I do not hear from you by August 10, 2023, 3:00 p.m. EST], I will consider it a response that your company is not interested in pursuing a UESC at the Coast Guard Yard, Baltimore, Maryland at this time.
