THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED; AND A WRITTEN SOLICITATION DOCUMENT (I.E. STANDARD FORM) WILL NOT BE ISSUED.
This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04 effective 06/02/2023.

This acquisition shall be procured as full and open competition. Simplified acquisition procedures will be utilized.
BACKGROUND INFORMATION
The Fire Research Division (FRD) at the National Institute of Standards and Technology (NIST) Engineering Laboratory provides measurements observed in fire and combustion experiments to enhance the standards and practice of the U.S. firefighting services and other fire-related organizations. The research conducted in FRD requires instrumentation that is utilized in a variety of experiments that observe a wide range of compositions, including metals and cellulosic materials. Detecting and quantifying various elements in different applications is crucial to understanding the physics of fire and accessing the risk fire presents across multiple scales (e.g., full-scale room burns, and benchtop experiments). One of the tools available to the FRD to characterize complex samples comprised of many elements is the inductively coupled plasma/mass spectrometer (ICP/MS). Through its ability to ionize an injected sample, an ICP enables the breakdown of complex matrices. In addition, the mass spectrometer enables the selective detection of targeted analytes and qualitative screening of non-targeted or targeted species. A new ICP/MS system with the listed specifications would significantly upgrade the division’s capabilities for quantitatively, and semi-quantitatively measuring targeted and non-targeted elements in fire-related samples.
