Title: Common marmosets (Callithrix jacchus)




  1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.



The Government reserves the right to make one award, multiple awards, or no awards as a result of this solicitation.



2. The solicitation number is 75N95023Q00681 and the solicitation is issued as a request for quotations (RFQ). The POTS number is 23-005553.



This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures; and FAR Part 12—Acquisition of Commercial Items and is not expected to exceed the simplified acquisition threshold.



3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05, dated September 7, 2023.



4. The associated NAICS code 112990 and the small business size standard is $2.75M. This requirement is full and open with no set-aside restrictions.



5. Background Information and Objective: The Veterinary Medicine and Resources Branch (VMRB) operates the Marmoset Breeding Core as a shared resource breeding animals for internal use by the investigators at the NIMH DIR. Critical to the mission of the NIMH is conducting research on the development, experiential, and environmental factors that lead to psychiatric, psychologic, and neurologic disorders with the hope of understanding risk factors, methods of promoting resilience, and preventing or treating these disorders. As such breeding of animals is absolutely essential to allow researchers to study animals from a very early age and even to investigate pre-natal factors. An essential characteristic of common marmosets is that they breed and rear young in extended family groups (similar to human family structures) and that they represent an outbred population with genetic variability similar to the human population, making them an ideal model for study. In order to prevent our colony from becoming inbred and limiting the future utility of the colony as a model for the human population, NIMH is seeking to acquire up to 24 animals with parentage and genetic characteristics distinct from those of our current breeding animals, to help us to achieve and maintain a colony with adequate genetic diversity to prevent the accumulation of deleterious recessive mutations.



6. Generic Name of Product: Common marmosets (Callithrix jacchus) are also called white-tufted marmosets or white-tufted-ear marmosets.

11. The provision at FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services applies to this acquisition. Please see Attachment #3. The following instructions are included as an addendum to this provision.



The Quoter shall provide the below information on the first page of its response:

Responses to this RFQ must include enough information to establish that the Quoter can provide the required services and materials. Specifically, the Quoter shall illustrate that it able to, at a minimum, satisfy the “specific requirements” described within the PD.



Finally, the Quoter shall provide the following information in its response, as applicable:




  1. Part/serial number for each line item;

  2. Part description for each line item (in sufficient detail to evaluate compliance with the Purchase Description requirements);

  3. Unit and list price for each line item;

  4. Country of origin for each line item;

  5. The amount of any discounts being provided compared to Quoter’s standard commercial pricing;

  6. Delivery terms (including delivery date and Freight on Board (FOB) Point);

  7. Warranty terms (including period of warranty and any conditions);

  8. Prompt payment discount terms;

  9. Any applicable fees, or Federal, State, or local taxes/duties;

  10. A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation;

  11. Any other information or factors that are relevant to the award decision;

  12. Total price (must be clearly indicated and include all line items and any applicable shipping, fees or taxes)



For each animal offered, Quoter MUST include complete pedigree information going back at least 3 generations – including at least the dam, sire, 4 grandparents and 8 great-grandparents (see Attachment #5: Generation Pedigree Example for an example of such information). If animals offered are full or half-siblings, that information must be easily discernable from the pedigree information provided.



For Attachment #6 - 52.204-24 Certification, Quoter is NOT required to complete this certification if it has previously represented that it “does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument” in paragraph (v) of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services (accessible at https://sam.gov).



Quoter MUST fill out and sign Attachment #7 – FAR 52.225-2 Buy American-Supplies Certificate and include the completed form with its response.



For Attachment #8 – FAR 52.212-3 Representations and Certifications, Quoter shall complete only paragraph (b) of this provision if they have completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://sam.gov. If the Quoter has NOT completed the annual representations and certifications electronically, they shall complete only paragraphs (c) through (v)) of this provision.



12. The provision at FAR 52.212-2, Evaluation – Commercial Products and Commercial Services, applies to this acquisition. Please see Attachment #4.



13. The provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Products and Commercial Services, applies to this acquisition. This provision is included in full text in Attachment #8 – FAR 52.212-3 Representations and Certifications. Quoter must submit a completed and signed version of this form with its response.



14. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Addendum to this FAR clause applies to this acquisition and is attached. Please see Attachment #3.



15. The clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Products and Commercial Services (SEP 2023) applies to this acquisition. FAR 52.212-5 is included in full text in Attachment #3 – Additional Terms and Conditions.



16. The following additional contract requirement(s) or terms and conditions as determined by the contracting officer are necessary for this acquisition and consistent with customary commercial practices. See Attachment #3.



17. All NIH contractors are required to submit invoices through the Department of Treasury’s Invoice Processing Platform (IPP). If the successful quoter is not enrolled in IPP at the time of award, NIH will initiate this process. The vendor will subsequently receive an email with instructions for completing enrollment.



All invoices must be submitted in accordance with Attachment #9 - Invoicing Instructions With IPP to be approved and paid. Each invoice must contain the vendor’s Unique Entity Identifier (UEI), which is located in the System for Award Management (SAM) and replaces the Dun & Bradstreet Data Universal Numbering System (DUNS) number.



18. The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement.



19. Responses to this solicitation must include sufficient information to establish the interested parties’ bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s), product description, and any other information or factors that may be considered in the award decision. Such factors may include: past performance, special features required for effective program performance, trade-in considerations, probable life of the item selected as compared with that of a comparable item, warranty considerations, maintenance availability, and environmental and energy efficiency considerations.



20. The Unique Entity ID from SAM.gov, the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
