The United States Department of Agriculture (USDA), Agricultural Research Service, intends to negotiate and award solely with JB Hyperspectral Devices GmbH HQ: Am Botanischen Garten 33, 40225, Dusseldorf, Germany. Award will be made pursuant to FAR 6.302-1(a)(2) and 41 USC 3304(a)(1), only one responsible source and no other supplies or services with satisfy agency needs. The estimated delivery time is four months – 160 days, from the date of award.
OCTO-FloX, allows rapid, multiple nadir-facing target acquisition of up to 8 targets with a user-customizable field of view. The core spectrometer is also configured to a different wavelength range (500-900 nm) which allows simultaneous acquisition of key hyperspectral reflectance bands and the full SIF emission spectrum while maintaining a high enough spectral resolution to accurately extract SIF from telluric absorption features requiring
JB Hyperspectral Devices is currently the sole available manufacturer and vendor of rugged field-ready hyperspectral spectrometer systems designed for acquisition of solar-induced chlorophyll fluorescence (SIF).

Potential sources who believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contact based on responses to this notice is solely at the discretion of the Government.
