This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Franklin Young International Inc to procure a rotor package specific to the requirements of NIAID to accompany an Optima XE-90 ultracentrifuge that this vendor can provide on their GSA contract.



As the threat of emerging respiratory viruses continues in the international community, the need for a safe and efficacious monoclonal antibody therapy at an accelerated timeline is a health care priority. To assist in this effort, the PREMISE program of the Vaccine Research Center will use the Optima XE Ultracentrifuge to characterize macromolecules and nanoparticles which developed for the detection of specific antibodies directed towards a panel of respiratory virus spikes/glycoproteins. These proteins will then be 'printed' or 'spotted' in a single well of a 96-well microtiter plate. Beckman-Coulter provides a unique single-unit vertical centrifuge rotor (Vti-50.1 rotor package 12 x 39 mL, 1 50,000 rpm, 251,000 x g, # C78759) which allows for the running of density gradients in shorter time spans compared to older swinging bucket rotor models. This rotor and the Optima XE-90 together meet the requirements of the acquisition. The Optima XE-90 has been found on a GSA contract, and per FAR Part 8.402, the use of mixed GSA and open market awarding, we are posting this Notice of Intent to purchase them together. We will NOT be splitting the order between vendors, that would be against regulations to split the order.



The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2198166) to Dana Monroe at dana.monroe@nih.gov, by 5:00pm eastern time Friday, December 15, 2023. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
