International Readiness Operational Software Management System (IROS-MS) SYNOPSIS

The Naval Air Warfare Center Aircraft Division (NAWC-AD), located at the Naval Air Station Patuxent River, MD intends to award a contract on a sole source basis to Vectrus Systems Corporation (Formerly Known as Zenetex) for contract services to provide a critical software system capable of providing asset management, inventory accountability, and asset tracking for over 80 Foreign Military Sales (FMS) customers in more than (40) different countries to meet the NAVAIR International Sustainment Centers (ISC) requirement for asset management. This new software is anticipated to provide administrative management and customer visibility of more than 130,000 pieces of International Partner Procured Material (IPPM). There is no US system available to meet this FMS requirement. As such, the ISC is implementing these new and unique business processes to meet U.S. Department of Defense requirements for financial record management, packaging, crating, handling, consolidation, kitting, storage, transportation, freight forwarding, dynamic preservation, and tracking repair of IPPM assets. Vectrus is uniquely qualified to complete the entirety of the efforts contemplated under this planned sole source contract and is the only known qualified, responsible source that possesses the necessary knowledge and experience to fulfill the Government’s requirement as specified herein. The government needs the performance period to start NLT 1 April 2023 to prevent uninterrupted services to FMS customers.

This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2404(c)(1), as implemented by Federal Acquisition (FAR) 6.302, “Only one responsible source and no other supplies or services will satisfy agency requirements.” A determination by the Government not to compete this effort is solely within the discretion of the Government.
