The Naval Air Warfare Center Aircraft Division – Webster Outlying Field (NAWCAD WOLF) intends to award a follow-on Basic Ordering Agreement (BOA) to Sierra Nevada Corporation (SNC) of Sparks, NV, CAGE CODE 8X691, for a period of 60 months from the effective date of the BOA. This requirement is a follow-on procurement and is to procure AN/SPN-35/46 Precision Approach and Landing System (PALS) and Unmanned Aerial Vehicle (UAV) Common Automatic Recovery Systems (UCARS) and their associated equipment maintenance and upgrade. The PALS provides US Carriers with the ability to automatically land F/A-18 aircraft. The UCARS is used for the land-based and shipboard landing of the FireScout UAV. If the equipment is not fully operational, the fleet will be directly and adversely affected due to severe restrictions on the Navy’s capability to track and land aircraft aboard vessels.

SNC is the Original Equipment Manufacturer (OEM) of specific system components, and is the only company that possesses the technical expertise and production-level data to modify these components without extensive and costly reverse engineering efforts. Under the statutory authority 10 USC 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
