The National Institutes of Health (NIH) intends to award a Firm-Fixed Price purchase order to XTec Inc for procurement is for 20,000 PIV Cards. These cards are used to produce ID badges for NIH staff (employees, contractors, affiliates). In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the services for the requirement as described below due to the standing requirements and coordination of input data that XTec has provided to all agencies with HHS for over 10 years. This includes coordination of card input data that must be created, and loaded into the HHS issuance system, each time cards are procured.

This notice is not a request for competitive quotes. However, any party that believes it can satisfy the requirement as stated herein may submit a written capability statement. It is anticipated that an award will be issued within five (5) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
