(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.





INTENT TO SOLICIT ONLY ONE SOURCE





The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to award to Sentro Tech Corp., 21294 Drake Road, Strongsville, OH 44149, CAGE Code 4EY28. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation.





(ii) The solicitation number is W911QX-23-Q-0172. This acquisition is issued as a request for quotation (RFQ).





(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04 (June 2, 2023).





(iv) The associated NAICS code is 333994. The small business size standard is 500 Employees.





(v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable):





CLIN 0001 EACH: One (1) High Temperature bottom loading Box Furnace Heating Chamber





(vi) Description of requirements: The system shall meet the following specifications.






  • Size must be 10 inches (“) wide by 10” high by 12” deep

  • Shall offer consistent temperature control and uniformity, along with energy efficiency

  • Shall be equipped with an automatic shut-off safety feature that ensures enhanced safety and peace of mind. This feature shall automatically turn off the furnace in the event of any potential safety risks or abnormalities, preventing accidents and ensuring the well-being of users and the surrounding environment

  • Shall feature a double-shell design that effectively maintains outside temperature. This design shall consist of an inner chamber where the heating process takes place, surrounded by an outer shell that acts as an insulation barrier. By incorporating this double-shell design, the furnaces prevent excessive heat transfer to the external surfaces, ensuring user safety and minimizing the risk of accidental burns. Additionally, the lower outside temperature enhances the overall energy efficiency of the furnaces by reducing heat loss to the surrounding environment

  • Shall be engineered to provide rapid heat-up and cool-down capabilities, ensuring efficient and time-saving operations. These furnaces utilize advanced heating elements and insulation materials that facilitate quick heating of the inner chamber to the desired temperature. This allows for faster start-up times (depending on the setting temperature) and reduces waiting periods before beginning experiments or processes.







(vii) Delivery is required by 60 days after contract award (ACA). Delivery shall be made to U.S. Army Research Laboratory, Adelphi Laboratory Center, Adelphi, MD 20783. Acceptance shall be performed at U.S. Army Research Laboratory, Adelphi Laboratory Center, Adelphi, MD 20783. The FOB point is Destination.





(viii) The provision at 52.212-1, Instructions to Offerors – Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE





(ix) Offerors shall include a completed copy of the provision at FAR 52.212-3 (with its Alternate I), Offeror Representations with its offer.
