The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to issue a sole source five-year Basic Ordering Agreement contract with Thales USA, Inc. for the procurement of Tactical Air Navigation (TACAN) hardware, repair parts and services, training, and ancillary engineering support to the TACAN antenna systems. This will support the NAWCAD Webster Outlying Field (WOLF) Air Traffic Control and Landing Systems (ATC&LS) Division.
The purchase of the TACAN antenna systems equipment and service is to ensure maximum operation fleet readiness. The TACAN systems is critical for aircraft navigation for ship, shore, and expeditionary endeavors. The antenna systems include, but not limited to, AN/URN-32, AN/URN-33, AN/TRN-47, AN/TRN-47(V)2, AN/TRN-47(V)3, MM-7000 Man Portable, and OE-4691. If the Government selected a different vendor, it would result in duplication of costs and delays that would not be recoverable through competition.
The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
