This is a combined synopsis/solicitation for commercial supplies in accordance with the information in FAR Subpart 12.6 and FAR Subpart 13.106, using Simplified Acquisition Procedures for commercial items. This announcement constitutes the only solicitation; and a written solicitation will not be issued. This combined synopsis/solicitation will be available for download on or about 30 December 2022 under Request for Quotation (RFQ) number N0018923Q0417 at the following website: https://beta.sam.gov/.

This solicitation documents and incorporates provisions and clauses in effect through FAC 2023-01 and DFARS Change Notice 20221219. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses are available in full text at the following addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. This acquisition will result in a Firm-Fixed-Price contract under NAICS 334516. The Small Business Size Standard is 1,000.

The Government will award a firm-fixed-price contract resulting from this RFQ to TA Instruments. If their quote is responsible, conforms to the solicitation, and is the most advantageous to the Government, with only price considered; accordingly, the following factor shall be used to evaluate quote: Price.

Price:

TA Instruments proposed price will be evaluated on the basis of price reasonableness in accordance with FAR 13.106-3. The evaluation may include, but is not limited to:

1. Comparison to previous contract history.


2. Comparison to the Independent Government Estimates.

In response to this solicitation, TA Instruments is advised that, prior to award, the Government may request vendors to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts. Failure to submit the requested information may result in disqualification of the submitted quote.

A written notice of award or acceptance of an offer, mailed or otherwise furnished TA Instruments. within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

- Discovery Series 5500 Thermogravimetric Analyzer 1 each

- DSL router with 4-port switch 1 each

- Installation and basic operational training fee 1 each

- Freight 1 each
