This is a notice of intent, NOT a request for a quotation. A solicitation document will NOT be issued, and quotations will NOT be requested.





The National Institutes of Health (NIH) intends to award a fixed price contract to Agilent Technologies Inc., Santa Clara, CA 95051 on a sole source basis to provide an Agilent 4150 Tape Station System.





The purpose of this requirement is to replace outdated methodologies currently being employed to determine nucleic acid quality and quantity for downstream assays. Accurate and precise nucleic acid analysis is necessary for attaining superior results from downstream molecular diagnostic methodologies. The technique currently being utilized by the Service for this analysis is traditional gel electrophoresis, which is cumbersome, time-consuming, gel quality dependent, prone to cross contamination, can only be used once, and requires separate equipment to visualize the nucleic acids.



The Tape Station 4150 System and its accompanying consumables will streamline workflow, allow for testing flexibility, digitize data, and eliminate many of the issues that exist with traditional gel electrophoresis. It is critical that the Microbiology Service acquire this instrument to improve upon testing quality and expand its molecular diagnostics capabilities.



The Tape Station 4150 System must include the following salient characteristics:

  • One (1) Tape Station 4150 System

  • One (1) laptop

  • One (1) software

  • One (1) vortexer

  • One (1) plastic consumable








  1. Minimum Product Features




  • System Installation

  • Laptop pre-loaded with required instrument software

  • Includes accessories: vortex mixer.

  • Performs nucleic acid (DNA and RNA) analysis.

  • Small-scale gel electrophoresis

  • System shall be able to determine quality and quantity of nucleic acids.

  • High sensitivity DNA fragment analysis as low as 35 bp and concentration as low as 10 pg/µL; RNA analysis with concentration as low as 25 ng/µL

  • Processes low sample volume (i.e., 1-2 µL)

  • Processes up to 16 samples per run

  • Results in 1-2 minutes per sample

  • Allows for reuse of unused portions of consumables.

  • Allows for automated walk-away operation.

  • Automated loading of samples into analysis vessel

  • Total system shall fit on lab bench with dimensions of 42” x 24.”











The proposed vendor, Agilent Technologies Inc. is the only vendor that can provide the 4150 Tape Station System.





This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.



Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
