***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE***



The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing a Electron Nuclear Double Resonance (ENDOR) Accessory. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Bruker Biospin Corporation (15 Fortune Drive, Billerica, MA 01821) under the authority of FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 334516.





NIST has a need for a electron nuclear double resonance (ENDOR) accessory add on for an existing Bruker Biospin ELEXSYS-II E500 continuous wave X-band electron spin resonance spectrometer that meets or exceeds the following draft minimum specifications:





The contractor shall provide quantity of one (1) electron nuclear double resonance (ENDOR) package that meets the following minimum requirements.




  1. The ENDOR equipment shall be fully compatible and seamlessly integrate into the NIST existing electron spin resonance spectrometer, a Bruker Biospin ELEXSYS-II E500 and its control software (proprietary Bruker Biospin software Xepr).

  2. The ENDOR equipment shall be fully compatible and seamlessly integrate with the auto tuning capabilities of the existing spectrometer.

  3. The ENDOR equipment shall be fully compatible and seamlessly integrate with the existing variable low-temperature capabilities.

    1. The equipment shall include an appropriate dewar for use with liquid nitrogen variable temperature units.

    2. The equipment shall include an appropriate dewar for use with cryogen free helium variable temperature units.



  4. The ENDOR equipment shall include an x-band continuous wave ENDOR resonator.

    1. The resonator shall have a center frequency of approximately 9.6 GHz.

    2. The resonator shall have maximum sample access of 5 mm.

    3. The resonator shall support field modulation of up to 6 Gauss at 20 kHz.



  5. The ENDOR equipment shall include all necessary radio frequency excitation sources, amplifier, and coils.

    1. The RF amplifier shall provide up to 500 W at frequencies of 100 kHz – 250 MHz.

    2. The RF system shall include a water cooled 50 Ohm load.





NIST conducted market research from November 2023 to now by internet searches, speaking with colleagues, performing internet searches, and speaking with vendors to determine what sources could meet NIST’s minimum requirements. The results of that market research revealed that only Bruker Biospin Corporation (UEI: WWMWFMKJLH33) appears to be capable of meeting NIST’s requirements.
