The purpose of this requirement is to assure uninterrupted subject matter expertise, access, development, management, and technical support for the following business outcomes:
- Implementation of the NEI DEIA strategic plan including the development and execution of tactics related to the NEI DEIA goals established via the previous consulting contract.
- Continued subject matter expertise and consulting support for the second and third year of the administrative strategic plan goals, tactics and initiatives.
- Promote NEI’s culture of psychological safety, trust, belonging, and scientific excellence, aligned with NEI’s DEIA Strategic Plan; by incorporating change readiness assessments, sponsorship education and support, stakeholder assessments, communications planning, communications implementation support, and new skill/behavior adoption training. The contractor has developed trusted relationships within NEI to establish sufficient familiarity and awareness to assist NEI in anticipating staff needs for targeted outreach and engagement to support their adoption of mission critical behaviors and practices.
- Create and promulgate professional and administrative processes and policies as needed, reinforcing business behaviors that are in alignment with NEI stated values and facilitate accomplishment of the strategic mission;
- Enhance excellence in leadership and individual professional development by competency modeling, mentor program design, or other employee engagement activities, all aligned with NEI goals to promote and sustain an environment of fair, equal, and inclusive access to career growth and talent development.
- Bolster NEI trans-NIH presence through engagement with/contributions to, and support of numerous initiatives with other NIH Institutes and Centers and strategic partners. Refer to item #12 for additional information.

Provide strategic planning consulting support that aligns with and supports the continuing implementation and refinement of strategic planning activities already implemented within NEI, primarily, the strategic plan completed by the Office of Administrative Management. The contractor will assist NEI in any other such strategic planning activities, such as at the office or division level, while also assisting NEI staff in adjusting strategic plans and designing tactical plans to achieve strategic benchmarks of success.
