GSA Public Buildings Service



U.S. GOVERNMENT



General Services Administration (GSA) seeks to lease the following space:



State: Maryland



City: Baltimore



Delineated Area: Start: Intersection of W Fayette Street and S Greene St.



East on W Fayette Street,



South on Guilford Ave toward South Street,



West on E Pratt Street, South on Light Street,



West on W Lee Street, North on S. Sharp Street, West on W. Conway Street, South on S. Eutaw Street, West on W Lee Street, North on Russell Street towards S. Greene Street, end on W Fayette St.



Minimum Sq. Ft. (ABOA): 56,675



Maximum Sq. Ft. (ABOA): 56,675



Space Type: Office



Parking Spaces (Reserved/ Structured): 20



Full Term: 5 years



Firm Term: 3 years



Additional Requirements:



-At least 51,000 ABOA SF must be contiguous on consecutive floors. Any remaining space to meet the ABOA SF requirements must be contiguous on one floor.



-All space must be on the 3rd floor or higher.



-The spacing between structural columns and from structural columns to demising and/or exterior building walls shall be a minimum of 20 feet on center.



-Offered space shall not be collocated in a building with residential units.



-The following businesses, federal agencies, and/or services cannot be in the building:



- Probation, Pretrial Services, Public Defenders



- Mental Health Facilities (Psychiatrist or Psychologist)



- Drug Treatment Facilities (Drug Counseling or Drug Treatment Clinics)



- Blood or Plasma Donation Centers



- Bail Bonds



- Criminal Rehabilitation or Reintegration Services such as Halfway Homes



- Law Firms Specializing in Criminal Defense or Immigration cases



- Social Service Organizations, to include organizations that provide assistance to crime victims and immigrants.



- Two file rooms (approximately 600 SF each) require a minimum floor load of 150 pounds per square foot.



- A loading dock and freight elevator are required.



Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 1-percent-annual chance floodplain (formerly referred to as “100-year” floodplain).



Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR). ). The U.S. Government currently occupies office and related space in a building under a lease in Baltimore, Maryland that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. This is not a solicitation for offers or a request for proposals. The Government will not pay any costs incurred as a result of this advertisement.





Expressions of Interest Due: April 24, 2024, 3:00 p.m. EST



Occupancy (Estimated): June 10, 2025



Expressions of Interest must include the following information at a minimum:



• Building name and address;



• Location of space in the building and date of availability;



• ANSI/BOMA Office Area (ABOA) square feet offered AND Rentable square feet offered;



• Scaled floor plans identifying offered space;



• Name, address, telephone number, and email address of authorized contact.



• All interested parties must either submit evidence of ownership or written authorization to represent the owner(s). Any submission received without documentation of ownership and/or written authorization to represent the owner(s) will not be considered until such time the documentation has been received which also must be submitted prior to the Expression of Interest Due Date. In case where an agency is representing multiple ownership entities, broker must submit written acknowledgment/permission to represent multiple interested parties for the same submission.
